What is the TV source or input? Unless the source is antenna or cable using the antenna in, the captions have to be disabled at the set-top box that is providing the signal. Some set-top boxes have a CC button on the remote but many have this hidden in the menu system.
My IPTV box requires me to press Menu, choose the Settings menu and then enter a code provided by the provider. Once in the menu, the captions are enabled in the Hardware > Audio menu. Some satellite dish set top boxes have different access methods depending on the TV setup. If you have a master box that feeds two TVs, the setting menu to control the closed captions was only available on the TV closest to that box. (This was the case for a Dish receiver with a Single or Dual mode. In single mode, turning on the CC enabled the captions for both TVs. In dual mode, the two TVs could be tuned to different channels but only the TV nearest the set top box would display the closed captions if the feature was enabled. On that receiver, the closed captions were reached by pressing Menu. Then the captions options were under Properties > Closed Captions.)
Please indicate what the TV source is for further information on where the sub-menu for the closed captions will be toggled on and off.

Why won't my 40 inch Hitachi tv not power on
Try resetting the power by switching off the TV and then switch off the TV's power outlet and disconnect the TV's power cable from the outlet. Press and hold the TV's Power button for about 30 seconds to drain any residual power from the TV and then release the button. Turn on the TV in the normal manner and see if it turns on then afterwards.

Hitachi rear proj tv Channel Manager says " This Function is not available". How do I do a channel rescan?
First make sure that the current Source or Input is set to TV. This is usually the only reason for the error message you see. To select the source, look for a Source or Input button on the original remote. If you have an universal remote with a button with the Source/Input label, you may need to try alternative codes to make the button work. (Power and channel controls will often match across multiple codes for the TV manufacturer.) Alternatively, check if there is a Source/Input button on the TV or a section of the menu system with the function. Once you set this source, try again.
Note: there was a period when manufacturers sold some TVs without tuners. They were labeled HD-ready sets. These can't do a channel scan and do not have an RF antenna jack on the set.
