I guess the bottom part is the charger and the upper 2 pods are some kind if Camera power packs ,that is batteries, they are bad. you ask what the LED means, well that is only in the manual no 2 chargers on earth work the same, some go red for charging the green if done or flashing green when done, what we do every time is RTM read the manual no camera names told or model number stated do no help possible ever lacking such KEY FACTS.

Using it a lot will eventually wear the battery out and only using it occasionally can affect the battery as it isn't charged. Are you charging the battery while it is still in the camera?
