Printed Circuit Board
Normaly they sell the complete circuit board for these units. If you have a part that is blown out, it is very probable that there are other parts that are damaged as well.
During warranty, they do not normaly fix these boards. They replace the board with a new one.
I would be looking at replacing the complete board. What will most likely happen and I have seen it often, is in this type of case, when a blown part is replaced, it blows again, because the parts that caused the failure must be also changed. I don't think you have the necessary tools, training, and design information about the circuit board to troubleshoot it properly to know the condition of all the other parts involved.
Sometimes there boards are rather expensive. You may find it more feasible to buy a new unit.

Leaks water
The water may be condensation dripping in an area where the catch components are not able to catch it. The largest line that exits the cold coil and ends at the compressor should be insulated without any tubing showing all the way back to the compressor, deficits in the insulation (even small ones) could cause condensation to form and drip.
Is a gold star dehumidifier supose to be noise
I can't hear YOUR dehumidifier and can't tell if it's out of the ordinary, but dehumidifiers have all the same internal parts as a refrigerator with the addition of a fan to blow air through the coils to keep them from freezing up. They do tend to be a bit noisy.

Charge the compressor
unplug and wait a few minutes then reconnect to power to clear buttons not working , then ck filter to see that its not clogged use a flashlight to view inside to see if a heavy coating of dust exists iniside case , if so you might be able to save it if you unplug and remove case to access inside and clean out with vacuume hose coils are most important to get clean
