Hello, i just had issue with same Foxconn board , well the solution to bios boot loop is quite often LAN card so disable it in bios if it boots than your lan is fried and prevents the board from booting , almost always if you hit esc for boot menu and it does not pop up just system goes to boot loop than the above solution will work.

Okay first things first, I don't recognize what your asking, that isn't a normal name for a CPU. Looks like a factory number/ID... So, to find your actual CPU: Tap your windows key, then type dxdiag and tap enter key. That will pull up directx configuration program and that includes what CPU you have as well as most the basic hardware info. There is usually a jumper on the board somewhere around the battery. You have to either move that jumper to adjacent pins or remove it to clear passwords.

blue screens means you have problems with your operative system or memory so make sure your operative system cd is in good coditions and reinstall it
