Swivel the collar at the smaller end where it attaches to the vacuum which will allow the clear plastic cover to come off which will allow you to pull out the brushroll and belt to replace it. Reverse to reassemble.

Ivan say for sure without knowing your model number but it most likely does not have a reset button. Most have a thermal reset belt into he motor because it's cheaper than putting on a reset button.
Inspect the handle release pedal and pivot and where it latches on the vacuum body to see if something is broken, loose or missing. Inspect the on off switch pedal assembly, the switch and spring to see if something is malfunctioning, broken or missing. Contact me at [email protected] if you find you need any parts.
