Sometimes a louver on the squirrel cage comes loose maybe from taking it apart...hand test every louver. You may find that you need a new one.

Most motor capacitors are actually start capacitors. There are motors that use both a start and a run capacitor, usually combined into a single package but such motors are fairly rare. As it isn't possible to identify the capacitor value you either need to approach a motor specialist for advice or to order a replacement as a spare part for either the machine or the motor from the manufacturer.

Don't bypass electrical contactors, replace it. Bypassing it will burn out the switch and possible cause a fire. A switch or circuit tells the contactor to supply power and a solenoid smashed the double pole contacts together, 2 negatives and 2 positives. The switch doesn't carry the power, the contactor does. The way in which the fan motor is connected to the power source can causes the fan spinning in the wrong direction

It probably has something shorted to ground or the compressor or motors are stuck causing a high amperage problem. The breaker is probably fine but it also could be weak but normally its the compressor or a component has faulted to the compressor. If the unit immediately trips breaker its probably shorted to ground. If the unit struggles to start and a few seconds pass before it trips then it may be a component fault.

Sounds like the system is low on refrigerant.

maybe you had a temporary hold rather than permanent hold. turn the temp back with permanent hold.

system is likely going into defrost mode. this is necessary for heat pumps in extreme cold weather

Temperature is a personal thing and a electrical usage thing. While some people like the temps at 73 - 74 which is typical of office environment having it set at that temp for home uses a lot of electricity. My mother in law doesn't like the house cold so she has her temp set at 80. She just want a little bit cool... she also doesn't want to pay the higher electrical bill for keeping it colder.
