In-heater fans are usually driven by open-framed synchronous motors that gather dust and their sintered bearings dry out and because the motor isn't powerful the increased friction causes them to run slow.
The fan blades also tend to gather a layer of dust that isn't helpful in maintaining performance.

Performance is usually restored after removing the motor and removing accumulated dust, cleaning and washing the grime from the bearings with solvent and applying machine oil to the felt surrounding the bearings and a drop or two into the bearings.

Start by getting a cheap volt/ohmmeter.
Open the unit up and follow the electric path from one side of the plug back to the other side. You will quickly find where the open is.
What you find will determine what needs to be fixed.
It may cost more than buying a new one.

It is normal for the exhaust hose to be hot as it is transferring the heat from the room to the outside.
There should be no problem in insulating the hose, as I doubt the hose would melt, and this would make the whole system more efficient.

got it locked out for dirty flame sensor prolly. or pressure switch open. remove and clean flame sensor rod. check pressure sw drain problem intake air not sufficent.

If you have replaced the heater thermostat and the problem still the same, check the heater overload and the amperage of your heater. The actual amperage should not exceed the capacity of your overload or it will temporarily stop the heater once the overload reaches the capacity. If this is the case, replace the overload with a ten to fifteen percent higher capacity to have a continuous heater operation.
