You have to go to bluetooth settings, forget the device, then make sure the keyboards off when you forget it, then turn the keyboard on and reconnect. I have to do it all the time with my Xbox controller.
Not familiar with your device but I think it may be a bad charger cord, wrong cord(my phone displays "wrong charger" when I grab the wrong cord), or the charger port on the device could be bad. If it's been charged before, and now refuses the charge it could be a bad battery.
Sometimes, if you check the home site(computer), the company may have posted some help info. I know Amazon does for their Kindles.

This is a pretty delicate solder but if you are comfortable then all you need is a soldering iron and some solder with a flux core. Warm up the iron until it can melt the solder and melt the two together. I do have to say that it is not that you can't do it but I have 18 years of soldering experience in telling you this wont be an easy one.
