try new batteries in remote
at dell.com read the manual see all words locked in your manual
some do have locks. most times holding a button for 10 full seconds does the unlock.

It is likely that the power supply filter electrolytic capacitors have failed in the monitor.

Either replace monitor of have a qualified technician troubleshoot the device.

Most likely a bad circuit board. Best guess repair is about $200, but it could vary widely.
if you can find a shop with free estimates it's worth asking.

The sustain boards need to be replaced in pairs. I replaced just the bad one before and ended up burning out the other old one and the new one aswell

Hi there,

Try connecting the laptop with the same VGA cable to a PC monitor. This will tell you if the problem is with the TV or the VGA output from your laptop.
Make sure there no bent/missing pins on the 15-pin VGA connector ans cable.

This isn't an answer to your problem, but I just wanted to point out that your continuity tester may be misleading you. Cable inputs often have transformers on their contacts, both for impedance matching and to help isolate sensitive electronics. Those transformers are usually just a couple of turns around a very small iron core, and while they may look like a standard 75 ohms at VHF and UHF frequencies, they will look like dead shorts to a DVM or continuity tester.

Regarding your digital channels, I was somewhat surprised to discover that modern digital TV transmissions use the same VHF and UHF bands older analog TV did. And if the cable signal is poor for any number of reasons, it will still mess up the picture. Only now, instead of snow in the picture, you get weird pixelation that can resemble some kind of acid trip. If you're using an antenna, you may have to check it, its cable, and any new structures or structure changes in the area. If the signal comes in from a cable provider, you might have to get them to come and test your levels.
