To restore purchases on iOS platform

  1. Tap Settings > iTunes & App Stores.
  2. Tap your Apple ID and password.
  3. Tap Sign Out.
  4. Enter your Apple ID (same one used to purchase)
  5. Open the app and tap Options > Restore purchases.
  6. Confirm your password if necessary.

Try and connect to itunes from another computer and have your iPad connected (plugged in via usb) to that computer. I think you need to press the home button and the "on" button at the same time on the iPad whilst connected to itunes (sorry but its a while since I had to do this fix myself). Its worth a try at least!

Power off.
Press and hold Volume Up and On Button until you see the Recovery Console. Choose normal boot and if that doesn't work, do the same again and do Factory Reset which will scrub it clean and reload the operating system.

Starting with the Kindle Fire off, press and hold "Volume Down" and "Power" simultaneously. The Amazon system recovery screen should appear. Use the volume buttons to toggle the selection to "wipe data/factory reset". Press the "Power" button to choose the selection.

This is a generic factory reset for most tablets:
  1. Power off your Tablet.
  2. Press and hold Volume up and Power button at the same time until you boot into the Android system recovery. ...
