I think you will find the answer to your question in the price point of the device and the age of it. In the first instance I suggest you contact the manufacturer to check whether they provide a repair or exchange service or whether they have a network of approved repairers.

Lens coatings sometimes aren't as robust as they should be and some of the lenses are compound types and take a deal of dismantling/reassembly.

I suggest, if you aren't used to servicing optics you should entrust the work to a specialist, especially as Pentax is a fairly premium product.

Check wiring from cylinder to contacts on battery pack, typically the issue. There is a delicate circuit board in the PAS rack check the patch joints, they can fall off in the event that you have the double customizable PAS rack

Can you check that the new battery is an alkaline battery? If it is, and you are still getting the E31 error code, you will need to return your rangefinder to Bushnell to have it reprogrammed.

E31 is a programming error code. Most of the time this comes from using non-alkaline batteries or from letting a battery die in the unit. Non-alkaline batteries just don't generate enough current for the laser to operate properly.
