By "SARS" do you mean the South African Revenue Service? If so, you can do what I did, use my favorite search engine and enter SARS as the search term. I used Google. Other popular search engines are Bing, Yahoo, and DuckDuckGo.

    You have not stated where the minor and her parents reside (what country.)

    If the minor and her parents are US citizens, then, the passport application will have been made through the US Dept. of State.

    If the application was for a US passport, see the information here and follow the instructions provided:

    If the minor and her parents are citizens of a country other than the USA, then she / her parents will need to contact the government department which issues passports for their country.
