The ozone smell indicates you very likely have a short somewhere in the electronics. This can be very dangerous because electricity is arcing and is a severe fire hazard. The problem is with either the lever or the switch. The lever may have to be bent (?) to make contact with the switch stem or the switch may have to be shimmed to met the lever. Another possibility is that the switch is damaged or defective and will have to be replaced.

easiest thing to do is add an inline fuel shutoff. now you have to remember to shut it off and slow the engine before you shut it off or it will backfire like mad ...

Were planning on removing it or pruning it?

Install the new or cleaned spark plug with
0.5~0.7mm electrode gap and reassemble
completely before use.
This engine uses a L6RTC with 0.5-0.7 mm
electrode gaps (Or Champion: RCJ6Y,CJ7Y,
RCJ7Y, RCJ8, RCJ8Y or NGK: BM6A, BMR6A,
BPMR6A).
Use a suitable replacement and replace once

I've had this same problem, so now after using the broadcast spreader I rinse it off with a water hose and spray WD-40 or any lubricant around the axle and wheel area that drives the distributor disc. It keeps the wheel and axle from seizing up when not in use.
