Would need to know more -
Best guess -
Plugged in and AC flowing?
Any indicator lights on?
The receiving battery is shorted
There is a fuse in the circuit somewhere and it is open - if yes - you have to ask why.
Could be oxidation on the contacts with the battery
How old is the battery ? NiCad or Li? If NiCad and over a year old change it.

When I add water to my Bissell Symphony, it runs right back out on floor

So it sounds like you have either a split in the water reservoir or the tube connecting the reservoir to the heating elements has come off. Looking up parts I couldn't find a new reservoir available. I also don't know how hard it would be to get at the connecting tube and see if it came loose. There should be an access panel, either on the back of the unit or accessible by removing the dirt bin. Then I would pour some more water into it and see where the water is leaking out. If it is coming out the bottom where the steam is supposed to come out then I think the steam chamber has cracked from the heat of the elements. If this is the case, from the reviews I have read (you are not the first to have this issue) then the cost to fix it is going to be higher than getting a new one. I have noticed many many complaints that this item only seems to last for a 2 year period. I don't know how long you have owned the unit. If it is new you may be able to return it for a new unit.

I have A Bissel 9300-B that will not dispense

Your heater may be clogged up with soap gunk. The water for the hand tool does not go through the heater.

I have a Bissell proheat steam cleaner, the 9500

There is probably more gunk in there, the gunk can dry and break off in little shards which can get clogged up. You can try putting straight vinegar in it, try running it through and let it sit in there for a while to see if it can help loosen up and flush out the gunk.

Foot operated release "spring" is broken. Replaceable?

Remove the pieces of the old spring and take it to any OSH store, they have an assortment that will likely have one that will work.

I, under stress put boiling in my BISSELL 2X revolutionary water tank! Now no water is being released. Could I have warped the tank and could I mould it back in?

You would see if you warped the tank, the issue is most likely related to melting some of the thin pump parts or tubing in the unit. Bissell does not sell those parts to the public. Find a repair center or send it in unless you want to buy a new one. PS in the future don't put high temp water in the tank, put it on the spot you are trying to clean and then vacuum it up.

Need a manual for a bissell Gemini went to take it apart to clean

The Bissell Gemini carpet sweeper? Those are practically antiques now but they are the best manual sweeper Bissell ever made. Im afraid a manual for it may be nearly impossible to get these days. They are fairly simple little devices. What exactly is the problem? If you are cleaning out the brushrolls the come out if you pull slightly in the sides of the unit itself. Can you post some pictures?
