Try priming it water at the filter. Make sure that the filter o ring is sealing under the cap. Make sure there is enough water in the pool to enter the suction line and that it is not restricted.

I worked for a tool rental company while attending college and learned a great deal about engine /compressor combinations. AOSmith compressors used mainly ford engines to power their reed valve compressor head. The mechanic would use off the shelf carbs from local auto parts store. I would recommend that you remove the carb looking for an id tag or numbers stamped on the carb body to cross refrence it for rebuild kit or just exchange. The carb will not be for a 460 engine however. Since 1/2 of the engine is used for pumping air, the carb will be for an engine of lower displacement. We also rented a brand called Lindsay that used a Chrysler eight cylinder engine with their own design of reed valve head. These compressors would work pretty well untill the reeds started leaking, causing the engine to labor. Easy test, with engine off apply compressed air to discharge port (100psi), with cover removed from compressor head, listen for air escaping past reeds. Repair as needed.

To get to the Impeller you need to remove a series of bolts, or a large clamp, that holds the two halves of the pump together. Once you do that, if their is a diffuser (housing that goes over the impeller), remove it. To remove the impeller, you need to lock the motor shaft. You can do this a couple different ways depending on the motor. There will either be a small cap that grants access to the motor shaft on the back of the motor, or you remove a larger housing that grants access to the wiring and other components in the back of the motor. If it's the small cap, then you can hold the shaft with a wrench. If it's the larger housing, then you can slip a wrench (probably 7/16") under the thermal overload switch and onto the shaft to lock it in place. Now you can unscrew the impeller. Check to see if the impeller has a screw in the center. If so remove this first. It will be reverse thread. The impeller should spin off counter clockwise. If the impeller is very tight, be careful not to damage it. If you don't have an impeller wrench, I strap wrench, or very large locking pliers with a rag around the impeller works well. measure across black and white if 230 volts L1 black and white L2 make sure to put black tape on end if measures 230 volts someone changed a wire to hot if only 120 volts across them see side of motor for low voltage wiring

think it has a air cut off valve have a look for that. if it cuts air it will not idle. its used for cutting the engine.

The type of motor that uses a centrifugal switch, a brushless induction motor is considered too large and heavy for a portable vacuum cleaner though they are often found in permanent installations.

Portable vacuum cleaners use a series wound motor that is considerably smaller and lighter for a given power output and turns many times faster.

Both types of motor will hum if seized or locked and in that condition the series wound motor will soon destroy itself. It takes a little longer for the induction motor to overheat...

The centrifugal switch is not fitted to all induction motors and that is usually very reliable and rarely gives trouble except when unused for a long time in damp conditions.
Many single phase induction motors with or without the switch use a starting capacitor and sometimes a start/run capacitor. Often the capacitor is of inferior quality and will fail with the result the motor will just hum, though will start when the shaft is spun by hand.
