2003 explorer fan only works on high I am assuming you mean the blower motor for the heat and ac. There is a blower motor relay and a resistor in the circuit that would need to be tested.

2003 explorer AV fan stopped working First thing to do b is check the fan fuse inside the car and then the fuse box that's on the motor area. Let me know.
