Please check tv remote for Zoom/ Aspect Ratio button, press it to change picture size as compare to screen.

Is it Toshiba REGZA 42RV530U tv?
There is Pic Size button on remote, check top of remote its located near Sleep button.
What is video source for this tv? is it hooked with cable box?
Please check cable box/ satellite box menu for video format.
Please connect DVD Player or any other video source with tv to confirm picture size.
Blurry? Pic Size button should not make picture blurry. Check dvd player result on tv, if found good then call dish network to adjust picture size.
There is INPUT button on remote, check under #9 button on remote.
Input button is under #9 button, press it to select INPUT in tv. Below image shows tv remote and Input button.

I did that but the captions on the sides and the top of the screen is still obscured.
