My dell inspiron 519 desktop is non responsive,the power light is steady the moniter says entering power save mode and blinks out. the mouse and keyboard are non responsive and the tower does not sound like its running.

Change the power cord (Adapter) seems your battery not charged well, that can be due to bad Adaptor or by end of battery life. check the same by direct power on (Adapter) if the same running then change the battery.

and reconnect power on

Sounds like the power settings in the control panel need adjustment. Try that.

Try changing your power settings.
Go under your Control Panel. Then access your Power Options. Edit when to turn off computers display.
This should get your power save mode to prevent any errors/bugs.
