Weird! I would try an alternative Windows CE MP3 player such as Xaudio or PalmPlayer to see if they do the same thing. I have trouble believing it's hardware related because AFAIK the MP3 decoding is all done in software, but I guess it's possible.
Unfortunately, hp does not have similar software posted on the Jornada website:

To list your CE version, you can go to the Today screen and select the Start button to pull down the menu.
Select Settings (not HP settings). From the Settings screen, select the System tab at the bottom. At the top of this page, select About. This will list your CE version.
Mine is Version 3.0.9348 (Build 9616). It also will list the Processor (SH3) and Memory (15.87 MB).
this is a vary old product that nobody uses now. its like DoDo bird.
why use this device, there is no service support at all on it.
