Use a hair dryer heater into the opening tray to warm up the inside. It is possible that the DEW SWITCH is triggered and so the system goes to safe mode so that it does not entange if moisture is present on the drum. If not there are errors on the servo section and can be a failure on the board.
"JVC notes that you are also given a malfunction code when the unit is placed into safeguard. If it displays code 01, 02, or 06 you should remove the battery and powersupply and wait for a while. Code 03 and 04 indicate that you should eject and reinsert the tape.
If neither of these solutions work, your only alternative is to bring it to a shop or send it to JVC for diagnosis or repair. Unfortunately, there is no other way to clear the condition."
This doesn't seem uncommon, and indicates a bad tape is loaded, or unfortunately, that the camcorder requires servicing.

If you are getting E03 or E04 errors on every tape you try, it sounds like a servicing is required.
i had the same problem with my cam JVC GR-DVL309 and i solve it. HOW! Eject the tape, reinsert it BUT while the tape is going down to read, push the door with your hand just a little bit to right side just a few seconds while is reading the tape and close the door, (i had done this 2 or 3 times) this way i have solve the E04 Error, now i can record and play with my cam.
