It is a faulty thermostat not the control board An open thermostat defaults to a high value,
so it does not shut off. If it was a bad compressor, or low in freon,
it would not "get ice cold". If it is low on freon, the low pressure
switch would not let it start up.
The defrost timer either runs normally (cycles on and off cold) or is in
defrost mode (heater elements turn on to temporarily heat the freezer
in order to remove frost). Anyway, It is not the defrost timer if it
"gets icy cold".

I purchased a new thermostat sensor and installed it but the problem continues. The unit still doesn't shut off.
