Why i cant change my background in my laptop ..?? how can i change it??

There are multiple ways you can do this.

method 1: Exit out of all programs. With mouse on empty desktop, right click. A little white window should come up that will have different options. Click anything along the lines of "Personalize". Continue exploring the options until you reach an area that says "desktop background" or something to that effect. You will have a choice of different backgrounds that come with the computer, usually scenes in nature or graphic designs and so forth. Click "Set" or "apply" or "save" or whatever your option is.

method 2: For a custom background, go to google and search images. Search whatever image you want football team logos, nature scenes, etc. Select your image by clicking. Select "Click to see full size image". Make sure the image is zoomed in all the way. Right click in the center of the image. A window will come up with options. Click "Set image as background". Viola. You have any picture as your background. Make sure you use a large image though, if you care that it covers the whole screen. It may be blurred, if it is not large enough or in high enough resolution. You can do the same process for photos of your own that are downloaded on your computer.

You can change the desktop background. right click on the desktop, click on properties, desktop background, then choose what desktop background you like.
