While it is possible your condition is a symptom of something else a doctor should be looking at, it is possible you have a mild allergy to lotions, perhaps congenital dermatitis.
I suggest you wash your face in water only and use nothing else on your skin for a couple of weeks, meanwhile ensure your diet is a healthy one that includes some oily fish and also ensure you get enough sleep and outdoor time. If your lifestyle can't include several hours of daylight/indirect sunlight each day a vitamin D supplement could be helpful.
If your condition shows no improvement after a couple of weeks I suggest your family doctor's opinion is sought.
Make sure your skin is mosturized before using it. Also a base tan is recommended before use. It is not intended for sensitive skin, so you should have tried it in a small area before using it. The color will last for several days, between 4 to 7 depending on your skin.
This kind of products don't work well for most people.
I don't know about that particular lotion but you probably didn't evenly spread it over the skin. Some tanning lotions are just not very good either. They say exfoliating before can prevent patchiness.
