SOURCE: Dell Inspiron 6400 Black Screen Problem

Flashing - ON -Flashing indicates a problem with the LCD. Reseat the LCD cable connection to the motherboard, then see if the problem is resolved. If not, disconnect the LCD from the motherboard, and connect and external monitor, see if the system posts normally (You may need to toggle Fn +F8 for external video) if it posts, the LCD/LCD inverter is bad. If it doesn't, the motherboard is bad.

Dell Lattitude C840 Laptop

The 3 LED's (Num Lock, Caps Lock, Scroll Lock) are used by Dell to diagnose no-post issues such as yours. The only error code close to yours is [Num Lock ON, Caps Lock FLASHING, Scroll Lock ON]. This indicates a a memory error. Try reseating the memory modules. If you have 2 memory modules, insert one at a time to determine the faulty module.
