You could have a corrupted program on your PDA. You need to contact HP and have them re-flash or upgrade the firmware of your PDA and it should work much better than before.

CF GPRS Modems for PDA??

Update to Window Mobile 5 and it should fix it. You would also need a GPS update from HP website for the PDA.
