This is might be the drain filter. When the drain filter is clogged, the machine won't empty itself of water.

If you do try to check the filter, keep in mind that opening the drain filter will yield gallons of water on your floor, especially if your machine does not have the drain hose next to the filter opening. You'll need to have some way of transferring the water ready before opening the filter.

According to the instruction book - it appears the machine has been stopped mid cycle then re-started.
Switch machine off, turn control knob to a solid circle symbol (they are after every set cycle). Switch machine back on and lights will flash and program is reset. You can then select wash cycle as normal.

I have a WF220, 1200 spin washing machine (3.5 years old and very little use) which does not complete the washing cycle. Each light comes on as the programme progresses until all the lights are lit...

You may find that the internal filter is blocked & that by stopping and starting the machine you are giving it extra time to complete the drain cycle. The filter is located at the bottom rear of the machine & is secured by a large hose clip to the bottom of the drum. Try filling the washer with no clothes in & then switching to the drain programme to see if the water drains properly
