The main reason can be serpentine belt tensioner. Few more components that make siren noise are

1. When an alternator fails

2. If vacuum leak is there, then also vehicle may create siren noise. But in that case check engine light may come up.

The very first step you would be taking is to check the serpentine belt.

you have to remove the plate that covers the fan bla des intake than witch hoses some covers are spring loaded and just flip up

Are you sure hes not talking about a wheel bearing for your front wheels. A throwout bearing will sometimes make nosie like a rattleing if it is not engaged. When engaged it will sound like a roaring nosie. I would check in to were this nosie is coming from first.

I would first check if the impeller is slipping on the shaft. Th molded flat might have worn off from overload, heat or time.

Mine is a Black & Decker so I don't know if this will help. On mine there is one release button near the top of the handle. You press that down to release and remove either the blower tube or the vacuum bag assembly, whichever is currently on -- you can't have both! Then you engage the attachment you want to put on into a pivot at the bottom of the handle assembly, press the release button and engage the attachment at the top.
