This model will play only NTSC. NTSC is the television broadcast system used in the USA (and a few other countries) Tapes of any format than NTSC will not play properly in this camcorder.

DCR-TRV250E is a PAL version camera of the Digital8 format.
Yes you can use Hi8/Digital8 NTSC tapes. The camera will record a PAL digital picture on the tapes which means that you can play back the tapes in PAL and therefore you will be able to playback recorded tapes on UK televisions because they are also of the PAL format.
You also need a PAL television or monitor to be able to view them. If you don't have a PAL compatible monitor or TV it will not work because the resolution and scanning is very different than an NTSC monitor. Your canon camera is probably designed only for NTSC use if it was sold in North America and can't be used for PAL use.
try NERO software...you will be able to go back and forth (pal or ntsc)...this might be a project / but you can also make into a very fun thing....(note also the DVD regions)

Based on your post/description, you need to get a multi-system TV to go with your multi system VCR if you are going to playback VHS tapes from different regions.
You are quite correct "Plays NTSC tapes to NTSC,
Will not Play Pal to NTSC" to play PAL (even Secam) you would need a PAL/Secam TV. They have a different system for color and audio. In some cases, you can still play PAL but you get it in black & white and picture squeezed from top & bottom.

if your vcr is a multisystem, select the proper system in your vcr for the video to be played. but if not, you cannot play your PAL in your NTSC vcr. good luck!
