My phone line have problem efter heavy storm - AT&T Lands Phones

Does your home have a lightning arrester on the phone line? If not there may have been physical damage caused to your phone. although most modern homes have lightning arresters on the line. and in this circumstance a lightning hit would have burned out the arrester causing issues or a dead line. you need to have your local phone company come out and isolate the problem.

After a bad storm now have no dial tone on phones, cannot make or take calls,

if you have more than one phone, unplug them all from the phone line then check one phone at a time plugging it in check for dial tone. if doesn't get dial tone unplug from phone line then try the next. I had one get zap and it stopped all phones from working. soon as bad one removed the other phones worked

you can power reset the phone but you must think the problem is now damage to the phone itself, the storm can be far away and this is what happens

The damage is not to the phone line it is to the phones. Unfortunately this is very common with powered phones as they are almost never kept on surge protectors and are very fragile. You will need to purchase a new base station to use with existing phones.

Cannot receive faxes

The storm has likely damaged the phone line, or the ADSL microfilter (if you have one). Which is why it thinks a phone on the fax line is off the hook. Check your line for breaks and your ADSL filters for a blown filter.
