sometimes gfi outlets go bad and trip try testing with a heavy draw machine in it or just replace it and see if this fixes the problem

If your hot tub is pulling more amps than amps sent your breaker box, you'll keep tripping the breaker. Check the rating on the hot tub and compare that to the breaker rating. You may need to uograde the wireing. Make sure the wire gauge is up to code.

The GFI is sensing a fault, and tripping to protect you. If there is another GFI in the circuit somewhere then you could use that normal receptacle. I mean if there is a GFI in the main panel.

Check the heater. The heater is the most likely cause of tripping electric.
If you're not sure what you're doing, please contact someone who does. Electricity isn't something that should be played around with especially when in close proximity to water.

The topside controls aren't fused so the fuses wont be the cause.
It can only be either the PCB, the topside controls, or a bad connection at fault. Check that they are plugged in correctly, make sure that the PCB is configured correctly for your topside controls.
It's rare for both the main and auxilary topside controls to fail. You can try plugging in another main topside control without fully installing it... at least you can then return it (ask whether or not return are accepted, I don't personally accept any returns if parts are specially ordered) if it doesn't cure the problem.
