The Noise Reduction function reduces the noise that is generated during long exposures. When shooting night scenes, shutter speeds become slower and noise tends to appear on images. Turning this function on will reduce the amount of noise in the image.

This is normal behavior for taking a picture using the bulb. After you release the bulb, the camera may detect that a noise reduction step is necessary.
