Can I use my Digital Camera Lumix DMC-ZS3 as a webcam?

REF: https://www.techwalla.com/articles/how-to-use-my-lumix-dmc-fp2-camera-as-a-webcam An unknown fact is that many digital cameras can be used as webcams. The digital camera needs to have a line-out feature as well as a video feature. If you own a Lumix DMC-ZS3 camera, your camera already has those features. With a few easy steps, connect your Lumix to your computer and use it as a webcam. There are no other items needed other than your camera and USB cord.
Step 1 Connect the USB cord to the output of your camera. Connect the other end of the USB cord to an open USB port in your computer. One end of the USB cord fits into the output. The other end of the USB cord fits into the USB port of your computer.
Step 2 Open the lens cover that turns on your camera. Slide the lens cover to the side to open.
Step 3 Press the "Mode" button on your Lumix camera. It is located next to your LCD screen.
Step 4 Press the "Down Arrow" button until you reach "Motion Picture" mode. Click on the "Set" button on the "Motion Picture" setting.
Step 5 Open the program or online site on your computer. Select your Lumix camera as the video source for your program or online site.

With Olympus Stylus 1010 .... how do I 'pause' a video instead of constantly turning it 'on and off'? Thanks

Press the shutter release button, to start the video. (mode dial is on the video camera) Press the shutter release button again, to stop the video. When you press again, the recording starts again.
So that is like pause, because the camera is in standby waiting for the next recording.

Can it be used as a webcam on skype?

You should use an av->usb adapter (or video-in card) and a webcam software, for example http://www.willingsoftware.com

I'd like to set my Stylus 790SW back to default settings in hopes that my video feature will work. Right now the video doesn't record. It's just a picture. I've been messing with this camera for 4 hours...

Roll the dial to picture mode, press the menu button and you will see "reset" on the left. Select "Reset" and say "Yes" - this will reset your camera to default settings.
Here's a link to the manual if you need more help: (see page 23) http://www.olympusamerica.com/files/Stylus_790_SW_Instruction_Manual_EN.pdf
Hope this helps! Please rate my solution!

Olympus stylus 790 will only record video for 10 seconds?

The duration of higher quality videos is reduced to 10secs. You can only record lower resolution video for a longer duration by changing the type from Super High Quality (SHQ) to either HQ or SQ. This can be done by turning the menu whell to the video option, pressing the menu button, choose Image quality and scroll to HQ and press menu again. You will now find you can record for longer.
