On the front of the saw right to the left of the words Skilsaw you will see a large red switch. Pull it out to start the saw and push it in to stop the saw.

You would be looking for the Model number, not the Serial number. I don't know if that will help you find the right manual. But here's something else -- a table saw is an essential woodworking tool, but without some basic instruction can be VERY dangerous. There are many sources of information about how to safely use a table saw that would all serve your son even better than having the specific user manual. There really is not all that much difference between the basic operation of any of the consumer marketed table-saws anyway.
To remove a rolled pin you need to use a punch tool like a small chisel with a constant diameter and a flat tip. They sell these in chisel sets at Sears and other places. Or you might be able to use a bolt of the right diameter and tap it with a hammer. Don't use a nail though, too soft, it will just jam in there. Good luck.
Replace the cord. Cords get internal breaks by the handle or boot because that's where they have the most bending movement. The wires break inside where you can't see them. When you wiggle the cord the connection is remade, usually with a spark hot enough to hold them together for a short time. When the saw turns off and the cord moves again the weak point breaks again. You can test this by pluggin in the cord and checking for voltage where the cord attaches to the switch.
Check that the blade is not warped or binding. Don't use long extension cords. Check your home breakers. Also check if the table saw has a breaker. Don't force lumber into the blade too fast and don't jam the lumber between the guide and blade. Try a different outlet and check your wire for breaks. Good luck!

What you are describing sounds like the power is being interrupted somewhere. In my experience, this is usually casued by a bad switch. Try replacing the trigger switch.
