From your question hard to tell, if its gas, the temp control should be on the gas regulator knob.
If its electric the stats are under the two metal covers and there is usually a plastic protector over the elect. connections and the adjustment knob will be thru a hole in that plastic cover. New electric heaters have a fixed factory set temp that the Gov. has set for us to keep us safe. Hope this helps.
The red button is the limit reset, turn off power and lift up the red plastic cover and there should be a adjustment screw under both thermostats, if not them Uncle Sam is making us safe. Replace them both and they are not the same you will need a upper and a lower, most replacements have wiring diagrams. Not to hard to fix.

I am pretty sure that it is an electric heater , you are right regarding the two plastic covers , the top pannel when opened does have a red button that by the looks of it you depress , i am not sure if this somehow regulates the heat temratue , the hot water ins nearly scolding hot , not at a safe tempreture , I dont believe this would be a factory setting , if it was it is not now
