Most printers have software installed. Go to All Programs or something similar and look for your printer in the programs. Click on the printer you have in Programs and look for Maintenance or another title like this. Then look for Clean Cartridges (click it). After it is finished, click on Print a Test Page and see if the ink is working. If not, go back and click on Align Cartridges and then Print and later try Install Cartridges and Print.
If these do not work, then look on the web page for your printer. Put in Google the manufacturer and the printer number. After it comes up on the site, put in cartridges not working or no ink flowing and see if they have suggestions for you.
Lastly, you may have to buy new ink cartridges or buy ink and refill your current cartridges yourself (can be a mess). Sometimes the cartridges cost nearly as much as a new printer if you find one on sale and then you have an upgrade.

Since you mention ink. The chances are that the printhead is clogged with dry ink. To attempt to clear the clogged head, you will have to remove the printhead (remove ink cartridges, remove printhead from carrier). Soak the printhead in a bath of warm (not hot) distilled water overnight. After the soaking of the printhead, dry the printhead with a clean lintfree cloth (dab the printhead carefully so you do not damage the printhead or electronic contacts). Reinstall the printhead and ink cartridges and test. You may have to do this a number of times depending upon the amount of dried ink.
The alternative is to buy a new printhead for the printer. If you want to go this direction, let me know the manufacturer and model of the printer and I can help you find a supplier.
