This unit uses a thermoelectric element to generate the cooling, not a compressor. Because of that its temperature setting is extremely sensitive and the fans must be fully operational.
The blinking of the light signals that the temperature setting cannot be maintained because a component failure has occurred. The most likely part to have failed is one of the fans so you will have to inspect them both and replace if necessary. If they are ok then you will have to check the thermistor and the control board, in which everything else plugs in.
A basic knowledge of electronics is required for that, if you don't have it then ask someone you know to help you. Calling Vinotemp is out of the question , the bill would be higher than the price of a new cooler.
