Viewsonic is known for having lines on their monitors. I used to see their display models do this at the now defunct CompUSA in the 1990s.

I would check the above site to see if your monitor is still under warranty.
If not, then I think it's not economical to try to fix it and replacement is indicated.
In fact, I searched va1912w on the website at Viewsonic.com and came up with 'sorry, no pages match your search'
This tells me that it may not be a current product.
If it isn't current, it's likely it is not under warranty.
So, I would again say, buy a new monitor to replace this one. I don't think it's fixable economically.
