I own a Jandy LX400N-L heater, power is on but no display on LCD screen?

Is the Heater ON - button pressed? Or the toggle switch?
Or is that what you meant by 'Power is on'?
I thought you May have meant, breaker to Heater is on.
Anyway, check the heater on/off's.
If all is on, possibly bad panel or board.

I'm installing a used jandy lx400n pool heater, manual says not to install on the load side of timer, so basically do I have to tie directly to a 120/240 v sourse (pwr on full time)

Yep...tie it to the line side.
