Http://www.symbol.com/ is who you should goto since it is a enterprise device. Not many people have the dev kits for these devices.
I only have experience with mc9000. I know when it refuses scan (or activate) is has to do with the software being used to communicate with the scanner itself. Re flashing the device usually fixes it.

Ekse: there is the small reset button on the back of the unit. perform the normal reset and see if the problem persists
Ekse: if the problem persists back up any data from the phone to your computer, and then perform a hard reset, Howl down the power and right scan buttons, then press and release the reset, and then let go of the power and right scan buttons.
Ekse: the hard reset wipes the handheld and returns it to factory defaults, you will be online after the hard reset. then just restore your data from your desktop computer and your good to go.

All MC50s are equipped with an scanner, if you would read out the Full Product number (like MC5040-XXXXXXXXX) of your device. Then can you check which kind of scnner is built in. The Software is usually preinstalled in the /Application folder.
As you know a cold boot will not help you here. You need to access the IPL loader. Press and hold the Power button and both Scan buttons, then press the Reset button. When the mobile computer resets into IPL, release the Power button and Scan buttons. I had setup the symbol on one of our client computers not the server computer which caused a problem with syncing the inventory information with Restaurant Pro Express. With RPE there is a single "server" computer that all of the client computers send and receive their information to and from. The Symbol MC50 must be setup on this server in order for the information to sync properly.
I had this very same problem yesterday & solved it, after about 4 hours, with a clean install!!
