SOURCE: USB device not recognized
Try uninstalling windows version of bluetooth, then re install your adapter driver from the cd, but try in a different usb port.

SOURCE: belkin network adapter driver problem
this driver is constant problem, the best way to do it is to remove the driver and the adapter. re install the software, then connect the adapter to a different usb port and try again, or, connect the adapter and then when it asks for a driver point it to your cdrom where you have the driver disc and force it to install from there, once installed, open up the belkin manager console and dissable it and allow windows wireless zero configuration to run the adapter it is more stable

SOURCE: I have Belkin's Play Wireless
I don't think it's a belkin issue I have the same one and I did buy another type and ended up taking it back because it wouldn't even pick up a signal whereupon I was told windows updates messes with them to which I thought er right but as it turns out it my belkin played up si I restored to before a critical update and hey it works again.
