Starters are measured in the amps they draw under load (while turning the engine over). General rule of thumb is an amp per qubic inch of engine displacement. For instance, a Chevy 350 V-8 should pull about 350 amps cold cranking. A 150 cubic inch 4 cylinder should pull 150 amps. Disable the ignition system so the engine can not start during test. Ohms generally do not change except if there is an open curcuit (infinity ohms). You did not list the problem that is leading you to troubleshoot this way.
