the background blurs when the aperture number is low (like 2.8 or so) one needs to either set the aperture priority such - and let the camera select the iso and the shutter speed - or go manual and set this yourself, considering the meter readings to get a balanced image.

That depends. If there was a single "best" mode for all pictures then the designers wouldn't have put other modes into the camera.

The best mode depends on what you're taking a picture of, and more importantly, on what you want the picture to say to the viewer. For a landscape, for example, you'll probably want everything from the flowers in the foreground to the mountains in the background to be in focus. For a portrait, you'll want the person's face in focus but the background to be blurred. For a picture of kids at play you'll probably want a fast shutter speed to stop the action. For a picture of leaves swirling in a stream you may want a slow shutter speed.

The best mode depends on what YOU as the photographer want the image to say.

I HAVE A FUJIFILM S4000. how do i turn the flash on and off

There is a little button on the left side of the camera, towards the top where is says "FINEPIX S" push it to make the flash come up. When it is up, the flash is on.

I have a fujifilm finepix s1600.i just wanted to know if i can blur the background for certain images.

To blur the background, you need a shallow depth of field, which requires a small aperture.

Select Aperture priority by moving the mode select dial to A
Press the +/- button, the shutter speed and aperture are displayed
press the selector up/down to select the aperture
press the +/- button to exit shooting mode

IF the selected aperture is outside the shooting range of the camera, shutter speed will show ---
