Iron shuts off intermittently during use, therefore it won't steam. Before we go any further does this site charge for this service?

I assume it has water in it. Is it set hot enough to generate steam and is it getting hot, if not check your breaker or fuse. Try these links for more help:

I may have already given my best advice but, check the hose line to the extraction tank and make sure there are no cracks in it. This will allow it to **** in air, and therefore reduce the vacuum pressure at the head of the machine, causing it to malfunction.

If the iron doesn't heat, make sure power is on to the outlet, check the electrical cord, and check the thermostat (see the Appliance Controls Fix-It Guide) and replace if necessary.
If the iron heats but steams improperly, inspect the soleplate and clean the vents (see below) and flush sediment out of the steam chamber (see below).
If the iron produces too much or too little heat, test the electrical cord. Also test and, if needed, adjust calibration of the thermostat (see the Appliance Controls Fix-It Guide).

Go to Hoover.com and find a local Service Station. They will replace it at no charge. MUST be a warranty location to get it free. Take your sales slip with you.

You might be able to clean out your steam iron by putting vinegar in instead of water. It has worked on my steam iron as well as my coffee pot.

To clean the reservoir of your iron, pour a solution that is one part vinegar to one part water in. Turn the iron on. Allow it to steam for about four minutes. Drain the iron for an hour, and be sure to repeat the process with clean water before you iron any clothing items.

Get some XXXX steel wool. That's the finest grade. Rub from TIP TO HEEL until the junk is off. DON'T rub sideways, the iron will snag when you use it. After you clean the soleplate, wipe it well and run a steam cycle to remove the dust from the ports.

you would probably get a better response if you didn't post your problem with your iron as a problem with your vacuum!

How old is the steam iron?
And what type of water have you been using in it during its life?

The reason I ask, is that my Wife's was doing this, and we have fairly 'hard' water,
and she was using water directly from the tap.
After a year or so of this 'hard' water, calcium and minerals build up in the heating chamber in the iron-- Also passageways get clogged, and instead of smooth flowing steam, you get build-up of pressure, and then sputtering and spurting take place, as the clogged passageways try to pass the steam to where it needs to be.

Your battery is losing voltage too quick. It has probably developed a 'memory'. Dyson claims that their handheld has the best suction out of all the handhelds out there. In order to maintain that claim the circuit board will shut off power to the motor when the voltage drops below adequate charge for full suction.
We need someone who can teach us to bypass that part of the circuit so it won't cut power to the motor or you need to get a new battery.
Shorting the battery like an Aircraft battery then re-charging won't fix it.
