had this problem myself and I assure you that a) Comcast is populated by idiots without training, and b) that Quasar hasn't 'deliberately designed' their tvs to not work with Comcast remotes, which is what Comcast will tell you.
Solution: Add a 1 to the code, ie 10250, 10051 etc. Quasar is a 5 digit code, not 4 as Comcast believes.
If you go to Google an put manual for a Comcast remote control it will give you an option saying, Comcast remote codes, program your Comcast remote control, that will give all of the remote controls just look for yours and download or check the manual for it so that you can program it.

Since the codes that Comcast gave you did not work, there is a very high possibility that the remote control is not compatible with the DVD player. You cannot expect universal remote control to work with all devices, regardless of its make. Philips does not have codes for this DVD player because it is the maker of the universal remote control that sets the codes.
