Without specifics its hard to say what the precise problem is so ill give you a list
ok the power adapter for mine which i've had since it was released has an input of 120v as 50hz 15w and an output of 10v DC 0.85 A if its not outputting that that may be the cause so get a new cord
Make Sure you plugged in everything correctly and power spike is on if using one (better safe then sorry)
Its HIGHLY possible that who ever sold it to use ripped you off and you have a broken Genesis
What you will need to do with the RF cable is to take your incoming cable thast goes to your TV and screw it into one side of the RF box. Then the adjacent short cable wire that is on the other side needs to be screwed into your TV. The long end of the cord plugs into the back of the sgea unit. Good luck! Any other questions, feel free to ask.
There should be two plugs on the back of the sega. One for the power cord, and one for the audio/video cord. The audio/video cord is a coax cord with a little box in line. Hook your cable or antenna cable into the jack on the box and hook the end of the cable from the sega into your tv. There will be a switch on the sega or on the box somewhere that designates channel three or four, this is what channel your tv will need to be on to use the sega.
There should be regular av cables and wall adapter for it. Mine came with the wrong cords and that might of happened to you. So if you don't know the av cables go in the back of the tv and plug's in the back of the sega. and the wall adapter goes in the wall. If you don't have the cords than get them off line. Type in:
just try and heat the solder connections that the power jack up and see if that fixes it. you could see that mine was loose but maybe yours is not to that point yet.
