Depends which country you're in, but in the UK the value of any 19" cathode ray tube tv (the old bulky ones) is effectively zero as it's difficult to even give them away now. As they're classed as hazardous waste they actually cost money to throw away.
For insurance purposes, buying a good used one including shipping is about £70 and that's also what many used tv shops may charge for a refurbished, guaranteed, ex-rental model with delivery included.
If you have a new for old policy then the value is effectively the cost of the cheapest Philips (or brand equivalent) 19" LCD tv including delivery and installation costs.
if you have back ground of tv repair, remove back cover but you need tools and tester, check heater line from crt ckt board going to horizontal section.
