Be advised that without diagnosing the TV, it would be tough to provide legitimate 2nd opinion. However, i would be able to add few inputs.The correct repair of this TV would likely (without testing) require
that the Green tube be replaced. When this was done we would also
replace the Red and Blue tubes especially on a TV more than 5 or 6 years old.
This was because a new tube would not be easy to balance with the
other tubes and pushing the other tubes would likely lead to their
failure in the near future.
If the tubes were available, the repair cost would not make it
economically feasible. This type of repair would run $800.00 to
$1,200.00 a few years ago. The price of the tubes were expensive and it
was labor intensive requiring a good deal of recalibration.
I wish i could have a better solution. You could unplug the TV for few hours, say 2-3 hours and see, if that resets the problem, unless buying a new TV would be on the cards.
