Health o Meter digital scale Model 800 15 years old. New battery. I can "zero-out" but when I put scale on floor and either tap on bottom right corner or step on scale, nothing lights up.

The scale is not able to find ZERO and this can be checked by looking at the feet and see if any are stuck down, they have sensors in the feet and the unit checks and calibrates the sensors when it is powered on. .See if you can pull on the legs a little bit and then try it again.
The carpet / floor selector moves a rod which adjusts the clutch, Your model is over 10 years old, it may need a new belt, clutch rubber pad or just need adjusted. If you don't know how to perform these services take your vacuum to your local Riccar dealer for service. It's the least expensive way to keep it working properly for many years.
hi. distilled or de-ionised water is recommended in all steam generator units.
tap water can contain minerals and salts that will remain in the unit and fur the inside of the steam generator.
if you live in a soft water area where there are very few impurities in the water you should be ok to use the tap water. if you are in a hard water area, do not use tap water.
the best way to work it out is look at the inside of your kettle. if the inside is clean with no sign of scaling, the water should not scale your steam generator. if there is any sign of scaling, do not use tapwater for your steam generator.

By the question you asked I assume it wont power on. More than likely its not the switch . More likely its the power cord because it get most of the abuse. you will need a meter in any case to find out . If you don't have a meter you can pick one up for under $10 at any hardware section of most Dept store chains. A good investment. turn the meter to the omega symbol Looks like an upside down horseshoe with feet. touch the leads together meter should zero. place the probes across the end of the power cord plug. One on each tab. watch the meter and flip the switch while holding the plug and probes together. if the meter doesn't move the switch is probably ok. usually the cord plug or the strain relief going into the machine wares out but check the cord for cuts or unusual ware first. if you dont mind a few inches missing remove the bad area of cord and replace. to verify its the swich or not pull the unit apart and put the meter leads across the switch and toggle the switchthe meter should change from zero the some high number. Turn the vacume upside down. Remove the 5 screws on the bottom plate. 3 are near the brush roll, and 2 are near the back. Remove the bottom plate. take the belt off the motor end. pull up on both ends of the brush roll. Put new brush roll on making sure that you put both ends to the new position, not old. ( it is marked on one end, and there are marks on the side that goes up so the can match.)(If putting back the old brush roll you can switch to the old position. After a year or two you can switch the new brush roll to the old position.) Put the bels back on the motor shaft and then stretch and start the belt on the brush roll and rotate the brushroll by hand untill the belt is all the way on.
put the bottom plate back on and tighten the 5 bottom screws.
