A blinking red light usually indicates a battery problem. If possible is there any way you can test the battery?

My blackberry pearl 8100 wont turn on. The screen is black and the red light blinks 4 times and then stops!

Your Blackberry probably just needs a firmware restore. Here's a guide on how to restore the blackberry firmware, the website is at : Restore Blackberry to factory settings. Download the Blackberry Desktop manager and run the application loader. If it asks you for a password, you can enter it 10x wrong and that will wipe the blackberry as well.

Screen won't turn on

try charging it. once you hook up the charger and plug it on the wall switch, it should turn on if it doesn't wait some seconds and turn it on.
if that doesn't help remove the battery from the phone and put it back in, it should turn on and reset.

Blackberry pearl 8100 blank screen & green blinking light

Try performing a hard reset: remove the battery from the device while it is still powered on, leave it out for 30 seconds, then reinsert.

How to switch off the green and red LED ?

My wife and I both have Pearl's. I found that the problem on both of them was caused by Color Pearl, an application that allows you to change the color of the Pearl's trackball. It was not a problem until upgrading the Blackberry software to v 4.5. I tried rebooting, removing the battery, etc. The light always came back on after an alert. Removing the application ColorPearl did the trick. Just go to Options>Advanced Options>Applications and delete ColorPearl. Hope this helps someone.
