If you go to www.studmonkeyracing.com/forums/cc48v.jpg you will find a schematic for what I believe will be close to wiring of your cart. A systematic check of volts to the various components should get you going. 1st port of call, you should see 48 volts on both sides of the keyswitch when it is on. Check the fuse in line with the red wire from the solenoid to the on-board computer.
It may simply be that you have one battery terminal too loose and it just wont allow you to draw enough current to run anything but the buzzer. Does the buzzer stop when you press your foot on the gas? If so it really does point to a loose battery connection.

have you recently changed or charged the batterys ,and do yo have the 48 volts with a tester? have you checked the batterys for cold cranking amps, batterys can have the voltage but if a couple cells are low it will effect the main electrical system
